Officer Joseph Wall joining the Los Angeles Police Department (LAPD) in 2015, Police Officer Joseph Wall has accumulated nearly 10 years of solid experience in grassroots law enforcement, emergency response, and community policing. Born and raised in a suburban neighborhood of Los Angeles to local community workers, he grew up in an environment of mutual assistance among neighbors, which fostered a strong sense of social responsibility and excellent communication and coordination skills—laying a solid foundation for his law enforcement career.

In 2015, Officer Wall successfully passed the LAPD recruitment assessment with outstanding results and was assigned to the Central Division as a Police Officer I. His responsibilities included daily patrols, traffic control, preliminary handling of emergency incidents, and responding to public assistance requests in the downtown area. With a diligent and responsible work attitude and quick response capabilities, he successfully defused street conflicts on multiple occasions and assisted missing persons in returning home. He has handled over 2,000 police incidents without any law enforcement complaints and was awarded the “Quarterly Outstanding Newcomer” by the division.

In 2018, due to his exceptional work performance, Officer Wall was promoted to Police Officer II. In addition to continuing his core patrol duties, he took on new responsibilities such as preliminary investigation of small-scale cases in the jurisdiction, evidence preservation, and witness interviews. He emphasized law enforcement details and procedural standards, participating in and assisting in solving more than 30 cases including thefts and petty frauds. Meanwhile, he proactively learned community policing skills, regularly visited local businesses and residents, established effective communication channels between the police and the public, and helped address over 10 people’s livelihood issues such as community noise pollution and nighttime safety hazards.

In 2021, Officer Wall passed the promotion assessment and was officially promoted to Police Officer III, taking on more important law enforcement tasks and team collaboration responsibilities. He continued to deepen his work in grassroots patrols and case handling while volunteering to mentor new police officers—having guided 3 junior officers through their law enforcement training to help them quickly adapt to their roles. Additionally, he participated in community safety promotion activities organized by the division, delivering 8 lectures on anti-bullying and anti-school violence to teenagers and 12 sessions on telecom fraud prevention for the elderly, effectively enhancing the safety awareness of residents in the jurisdiction.

In terms of professional development, Officer Wall holds a Bachelor of Science degree in Criminal Justice from California State University. After joining the LAPD, he has completed training programs including LAPD Emergency Tactics Training, Basic Crisis Negotiation Course, and Advanced Community Policing Seminar, equipping him with solid professional knowledge and practical skills. Proficient in English (native language), he has also obtained certification in Basic Spanish Law Enforcement Terminology, enabling him to meet the law enforcement needs of multicultural communities.

In his work, Officer Wall upholds the policing philosophy of “Impartial Law Enforcement and Serving the Public.” He consistently treats every member of the public with patience and professionalism, emphasizing empathy in law enforcement. He firmly believes that the core of grassroots policing lies in building trust with the community, and through down-to-earth daily work, he contributes to maintaining public security and stability in the jurisdiction and enhancing residents’ sense of safety.
